North Korea Submits Nuclear Declaration to China, South Korea Says
South Korea's foreign minister says North Korea has submitted
its nuclear declaration to China, according to The Associated
Press. The declaration paves the way for North Korea to
receive economic aid and to be removed from the United States
terrorism blacklist.
